On February 7, 2022, the Federal Motor Carrier Safety Administration (FMCSA) opened its Training Provider Registry (TPR) for entry-level drivers who are subject to the entry-level driver training (ELDT) regulations.
Entry-level drivers subject to these requirements must complete the required training from a registered training provider before obtaining a commercial driver’s license (CDL) or a specified endorsement for the first time.
State driver licensing agencies will then use the information in the TPR to verify that a CDL applicant has completed the required training prior to administering the applicable skills or knowledge test.

Individuals who previously held these types of licenses or endorsements that are listed above are not subject to EDLT regulations, even if the previously issued license or endorsement is no longer valid.
Individuals who hold a commercial learner’s permit (CLP) issued prior to February 7, 2022, are not subject to the ELDT requirements. However, they must obtain a CDL before the CLP or renewed CLP expires.
